In other words, is the Russian disposable income dependant on the wealth generation of their natural resources? As in Western Australia (heavy exporters to China of iron ore), will this generate many &quot;Cashed Up Bogans&quot; ie blue-collar background workers now earning a high salary (and prefer beer or mixed spirits over wine!)]]></description>

		<description><![CDATA[Ironic that the gov&#039;t would discourage wine drinking...I recall back in the &#039;90&#039;s, the gov&#039;t encouraged beer drinking as a substitute for vodka! Eg, workers would imbibe on their way to work!
